PREREQUISITES AND CONDITIONS OF FORMATION OF RURAL AGGLOMERATIONS IN THE KEMEROVO REGION

Work is devoted to probe of rural agglomerations as most typical form of resettlement. Rural agglomeration is considered as the complex multilevel system of interaction of the subject and object in administrative process defining the most important factors and cause the modes directed to use of human resources of concrete territories, their reproduction and realization. Agriculture acts as basis of development of rural territories. It is revealed that activity of agriculture and its efficiency is influenced considerably by the expressed industrial orientation of the region in which coal mining intensively develops that is followed by annual rejection of the agricultural land. The revealed trends of development of rural territories essentially have impact on economy of rural settlements and formation of their fiscal capacity. Formation of the rural agglomerations representing rural settlements with one city or several towns which are part of the municipal district can become the solution of this problem. Existence of the general road network, power supply, the existing intermunicipal cooperation on health care, education, operation of network of highways and in general engineering infrastructure are prerequisites of creation of rural agglomerations in the region. As a result, rural agglomerations and assistance to their formation will solve the following problems: effective and independent development of rural territories; streamlining of governing bodies of rural agglomeration will cause exception of the duplicating functions; to pursue fair social policy for inhabitants in rural territories, obtaining agglomerative effect.
