FEATURES OF STRATEGIC REALITIES OF TERRITORY DEVELOPMENT

The article examined the problem of creating a comfortable environment for the subjects of the territory in the framework of the formation of its competitiveness strategy. According to the authors, the solution to this problem is possible through the development and management of projects. Four types of effects of project management were analyzed. Implementation of the idea of ​​the project, accuracy in the formulation of the goals and objectives of the project. Separation of the whole plan of measures into parts, each of which must be performed to achieve a certain result. Develop a financial part of the project (project budget), as well as a system for monitoring its implementation. Problems in the field of project management were identified and the necessity of observing the principle of systemic implementation in the implementation of projects, including the sequence of performing the six stages, was justified. The organizational structure of the project was considered. Specificity of the development and implementation of the project model in this study was considered in the example of the territory of the city of Krasnouralsk. The analysis of the territory of the urban district was carried out in accordance with the Program of Social and Economic Development for 2016–2020. The authors based on the analysis justified the need for the development of sports life of the city construction of a new ice arena, as existing sports facilities do not meet the needs of the territory. The new ice arena will allow developing new sports and further strengthen the marketing of infrastructure. The main sponsor of the construction of the ice arena in Krasnouralsk – may be a «subsidiary» of the UMMC-holding company of Svyatogor, support will be provided by the Hockey Federation of the Sverdlovsk region. The implementation of the project will contribute to improving the quality of life of residents of the territory.
