В исследовании был рассмотрен человеческий капитал как эндогенный фактор экономического роста в региональном контексте. В работе обращено внимание на эволюцию теоретических подходов к пониманию роли человеческого капитала: от неоклассических моделей экзогенного роста до современных концепций когнитивного и предпринимательского капитала. Отмечено, что в рамках теории эндогенного роста, разработанной П. Ромером и Р. Лукасом, человеческий капитал перестал рассматриваться как рядовой фактор производства и приобрел статус ключевого источника инновационного развития. Обращено внимание на различное влияние компонентов человеческого капитала на экономическую динамику регионов, а также на неоднородность этого влияния в зависимости от уровня развития территории и ее институциональной среды. Был сделан вывод, что если ранние теории трактовали его как однородный запас знаний и навыков, то современные исследования выделяют в нем предпринимательскую, когнитивную и социальную составляющие.
The study examined human capital as an endogenous factor of economic growth in a regional context. The paper draws attention to the evolution of theoretical approaches to understanding the role of human capital: from neoclassical models of exogenous growth to modern concepts of cognitive and entrepreneurial capital. It is noted that within the framework of the theory of endogenous growth developed by P. Romer and R. Lucas, human capital has ceased to be considered as an ordinary factor of production and has acquired the status of a key source of innovative development. Attention is drawn to the different effects of human capital components on the economic dynamics of regions, as well as to the heterogeneity of this effect depending on the level of development of the territory and its institutional environment. It was concluded that while early theories interpreted it as a homogeneous stock of knowledge and skills, modern research identifies entrepreneurial, cognitive and social components in it.
